You are invited to a briefing on the City of New York Indirect Cost Rate (ICR) Funding Initiative. Members of the City Implementation Team (CIT) will walk participants through the claiming process and initiative timeline. The CIT will also outline available technical assistance materials on the City’s Indirect Implementation Webpage. As there will be time for a question and answer session, participants are encouraged to read the Health and Human Services Cost Policies and Procedures Manual (Cost Manual) prior to the briefing – the Cost Manual is the primary source for defining and allocating HHS costs and calculating and claiming your organization’s indirect cost rate.
Background
In February 2019, the City adopted the Cost Manual to standardize cost allocation practices for health and human services providers contracting with the City. The Fiscal Year 2020 (FY20) Adopted Budget established an ICR Funding Initiative based on the Cost Manual. The Mayor's Office of Management and Budget and Mayor's Office of Contract Services formed the CIT to design the implementation and roll-out of the indirect initiative and established a Provider Work Group to advise them.
November 18th marked the official launch date of the ICR Funding Initiative. If your organization has an established indirect cost rate through a Federal Negotiated Indirect Cost Rate Agreement (NICRA) or an Independent Accountant’s Report, or will be electing the City’s 10% De Minimis ICR or FY20-Only Conditional Option, you may now begin the process to receive your funding.
